Out-of-State Patients: Buying at a Norman, OK Dispensary

The short version

Oklahoma dispensaries can only sell to people holding an Oklahoma-issued medical marijuana license. A patient card from Arkansas, Missouri, Colorado, New Mexico or anywhere else will not work at the register on its own.

The fix is the OMMA out-of-state patient license, often called the temporary license. If you already hold a state-issued medical marijuana license at home, you can get one — and it is straightforward if you plan ahead.

Who qualifies

You need a medical marijuana license issued by another state's government. That is the key phrase. A doctor's recommendation letter, a prescription, or enrollment in a low-THC program that does not issue a state patient card will not qualify. If your home state gave you an actual patient license, you are in.

What it costs and how long it lasts

Fee: $100, plus a $4.30 card-processing charge. There is no reduced rate for the temporary license.
Valid for: 30 days.
Renewable: yes, starting one week before your current temporary license expires, as long as your home-state license is still valid.

How to apply

Create an account in the OMMA MedPortal, the Oklahoma Medical Marijuana Authority's online licensing system.
Upload a recent photo, a government-issued ID and your home-state medical marijuana license.
Pay the fee.

OMMA's stated processing window is up to 14 business days, so apply well before your trip — not from the hotel the night before the game. Once approved, you receive an approval email, and OMMA allows patients to use that email or the approval shown in MedPortal as valid identification at dispensaries while the physical card is in the mail. Bring your government ID with it; dispensaries verify every license against the state system.

Planning around an OU game weekend

Norman fills up on home-game Saturdays — the stadium alone holds more than 80,000 people — and Lindsey Street, which runs past the stadium, is the busiest road in town from mid-morning until well after the final whistle.

Where you can — and cannot — use what you buy

Not on campus. The University of Oklahoma prohibits marijuana on all university property, including the stadium, regardless of your license.
Not in public. Smoking or vaping medical marijuana is restricted anywhere tobacco smoking is prohibited, and that covers most public spaces in Norman. Keep it to private property where the owner allows it; many hotels do not.
Not across state lines. Transporting cannabis between states is a federal offense even when both states have medical programs. Buy what you will use here.
Not before you drive. Impaired driving laws apply to patients like anyone else.
